New opportunities to recruit young talent

Businesses experiencing difficulties recruiting suitably qualified employees may benefit from new Government plans to expand apprenticeships, work experience and vocational training across several important sectors of the economy.

Announced on 19 October 2026, the Industrial Strategy Jobs Plans are intended to create more than 100,000 job and training opportunities annually, with particular emphasis on helping younger people enter industries experiencing skills shortages. The proposals include commitments to support 22,400 apprenticeships each year for people under 25 in professional and business services, alongside 40,000 annual construction placements.

The programme also includes plans to strengthen cooperation between employers, training providers and regional authorities, allowing training opportunities to reflect the skills required by businesses operating in different parts of the country.

For smaller employers, recruiting experienced staff can be difficult and expensive, particularly where specialist knowledge is required. Developing employees through apprenticeships or structured training can provide an alternative, allowing businesses to build the skills they need while giving younger workers practical experience and recognised qualifications.

However, successful training arrangements require planning. Employers need to consider who will supervise trainees, how training fits alongside normal working commitments and whether the business can provide suitable opportunities for employees to develop their skills.

The Government's proposals are being developed with employers and industry organisations, so the availability of particular schemes and support will depend on how the programme is implemented.

Nevertheless, businesses considering recruitment over the next year may benefit from reviewing their approach to training and apprenticeships, particularly where suitable experienced applicants have proved difficult to find.

Investing in the development of younger employees can also help businesses establish a more reliable supply of skills for future growth.
