Easier access to public contracts

Smaller businesses may find it easier to compete for public sector contracts following new Government proposals intended to reduce unnecessary paperwork and simplify the process of dealing with public authorities.

On 23 October 2026, the Government announced its response to recommendations from the Small Business Regulatory Taskforce, which was established to identify administrative requirements that impose disproportionate costs on smaller firms. The proposed changes include simplifying public procurement procedures, particularly in sectors such as construction, where businesses can face different documentation requirements when bidding for similar contracts.

The Government also intends to reduce duplicated information requests, improve access to business guidance and streamline some of the statistical surveys that businesses are required to complete. Taken together with other measures, including changes to import tariffs, the Government estimates that its proposals could eventually save businesses almost £800 million annually.

For smaller businesses, the potential benefits extend beyond reducing administrative costs. Public sector contracts can provide opportunities to develop new customer relationships and secure additional work, but preparing tenders can be time-consuming, particularly where the business has limited administrative resources.

Although the proposals have not all been implemented, businesses interested in supplying public authorities may find it worthwhile reviewing how they identify and respond to tender opportunities. This could include establishing what information is commonly requested, preparing standard documentation and considering whether the business has the resources to fulfil larger contracts.

The proposed reforms should not remove the need for appropriate checks on suppliers, but simpler and more consistent procedures could make public procurement more accessible to smaller businesses.

For firms seeking new sources of work, the announcement provides another reason to consider opportunities within the public sector.
